Charla Jeanice Plaines was born October 1957 in Brooklyn, New York. Due to a career change, her family relocated to New Cumberland, PA where her mother worked for the New Cumberland Army Base. Since the young age of eight years old, Charla has spent her life, raised her children and dedicated her career to serving others.
